📘 Co-pilot Studio Publishing Fix – Step by Step Guide

🎯 Problem

Unable to publish Copilot Studio agent and get a shareable link even after creating environment and assigning roles.

🧠 Root Cause

Publishing was blocked due to missing tenant-level Copilot Studio authorization, not environment or admin permissions.

Main missing piece:

  • ❌ Copilot Studio Authors not configured in tenant settings

🛠️ Solution Steps

1. Create Security Group (Entra ID)

Go to:
https://entra.microsoft.com

Steps:

  • Go to Groups → New Group
  • Group type: Security
  • Name: Copilot-Studio-Authors (example)
  • Add required users (your account included)
  • Create group

2. Enable Copilot Studio Authors

Go to:
https://admin.powerplatform.microsoft.com

Then:

  • Navigate to Settings → Tenant settings
  • Find: Copilot Studio Authors
  • Enable it
  • Select Security Group
  • Choose the group created above

Save changes.

3. Assign Group Correctly

Ensure:

  • You are inside the selected security group
  • Group is assigned (not individual user directly)

4. Wait for Propagation

  • Wait 5–15 minutes (sometimes up to 30 minutes)
  • This allows tenant settings to sync

5. Re-login

  • Sign out of Copilot Studio
  • Close browser
  • Sign in again

6. Publish Agent

Go to Copilot Studio:

  • Open your agent
  • Click Publish

Expected result:

  • Publish succeeds
  • Version is created
